How to Read a Medicare Summary Notice and Spot a Billing Problem

People with Original Medicare receive Medicare Summary Notices (MSNs) showing services or supplies billed to Medicare. The notice is an important tool for catching errors and understanding what Medicare paid.

An MSN is not itself a bill

It summarizes claims and shows what the provider charged, what Medicare approved and what you may owe. Compare it with actual provider bills before paying.

Review services you recognize

Check dates, provider names and descriptions. If a service appears that you did not receive, contact the provider and Medicare using official contact information.

Look at the notes

Claim decisions include codes and explanations. If Medicare did not pay, the notice can explain why and provide information about appeal rights.

QMB beneficiaries have special protections

If you are in the Qualified Medicare Beneficiary program, providers generally cannot bill you for Medicare-covered deductibles, coinsurance and copayments. Keep documentation of QMB status and ask for help if you are improperly billed.

Medicare Preventive Services: How to Check What Is Covered Before an Appointment

Medicare covers many preventive and screening services, but ‘preventive’ does not always mean every related service will cost $0. Coverage can depend on eligibility, frequency, the provider and whether additional diagnostic services are performed.

Check the exact service first

Medicare’s coverage pages explain eligibility and frequency for services such as screenings, vaccines and wellness visits. Look up the specific service rather than relying on a general list.

Preventive can become diagnostic

If a screening leads to additional testing or treatment, different cost-sharing rules may apply. Ask the provider how the visit will be billed and whether the clinician accepts Medicare assignment when relevant.

Bring a medication and screening history

A simple list of medicines, vaccinations and recent screenings can help a clinician avoid unnecessary duplication and identify services that are due.

Use official coverage information

Coverage rules change. A current Medicare page or a call to 1-800-MEDICARE is more reliable than an old checklist saved from social media.

Claim Social Security at 62, Full Retirement Age or 70? A Decision Framework

The age you start Social Security retirement benefits can permanently affect the monthly amount. Claiming early can provide income sooner; waiting can increase the monthly benefit up to age 70.

Start with your actual SSA estimate

Generic percentages are useful for education, but your earnings history matters. Review your personal estimate through an official Social Security account before making a decision.

Questions that matter more than headlines

  • Do you need the income now for essential expenses?
  • Are you still working?
  • How would claiming affect a spouse or survivor benefit?
  • Do you have other savings that can bridge the gap?
  • What are your reasonable longevity expectations?

Waiting is not automatically better

A larger future check can be valuable, but a household with immediate cash-flow needs may reasonably choose earlier benefits. Conversely, someone with sufficient income who values a larger guaranteed monthly benefit later may prefer to delay.

Avoid decisions based only on the ‘maximum benefit’

SSA’s maximum examples assume a long history of earnings at the taxable maximum. Most retirees receive less. Your own record is the relevant starting point.

Working While Receiving Social Security in 2026: The Earnings Test Explained

You can work and receive Social Security retirement benefits at the same time. The important question is whether you are below full retirement age and how much you earn.

Under full retirement age all year

For 2026, SSA lists an annual earnings limit of $24,480. If you are below full retirement age for the entire year, SSA generally withholds $1 in benefits for every $2 earned above that limit.

The year you reach full retirement age

A different limit applies to earnings before the month you reach full retirement age. For 2026, that limit is $65,160, with $1 withheld for every $3 above the limit. Starting with the month you reach full retirement age, the earnings test no longer reduces benefits regardless of how much you earn.

Withholding is not necessarily a permanent loss

SSA can recalculate benefits at full retirement age to account for months when benefits were withheld under the earnings test. This is one reason to distinguish the earnings test from an ordinary tax.

Report changes

If your expected wages change substantially, update Social Security so withholding is less likely to be far above or below what the rules require.

Social Security COLA 2026: What the 2.8% Increase Actually Means

Social Security and SSI benefits increased 2.8% for 2026. SSA says nearly 71 million Social Security beneficiaries received the adjustment beginning with January 2026 benefits, while increased SSI payments began December 31, 2025.

COLA is a percentage, not a flat payment

A 2.8% COLA does not mean everyone receives the same dollar increase. The change depends on the benefit amount before the adjustment. SSA estimated that the average Social Security retirement benefit would rise by about $56 per month.

Why your bank deposit may not rise by exactly 2.8%

Net deposits can be affected by deductions such as Medicare premiums or withholding. Compare your SSA notice with your previous gross benefit rather than judging the COLA only from the bank deposit.

SSI also changes

SSI federal payment amounts are adjusted, but actual SSI payments can differ because of countable income, living arrangements and state supplementation.

Keep the COLA notice

The annual notice can be useful when applying for housing, SNAP, energy assistance or other programs that ask for current benefit income. Store it with other benefit documents rather than discarding it after checking the new amount.

Eldercare Locator: The Fastest Way to Find Local Senior Services

Many of the most useful services for older adults are local rather than federal cash benefits. Eldercare Locator is a public service of the Administration for Community Living that helps people find aging resources in their communities.

What you can look for

Depending on the community, local aging networks may connect residents to nutrition programs, transportation, caregiver support, benefits counseling, legal assistance and other services.

Why Area Agencies on Aging matter

Area Agencies on Aging understand the local service network. A family that has been calling individual charities one by one can often save time by starting with the agency that coordinates or knows the programs serving the area.

What to ask on the first call

  • Which programs serve the ZIP code?
  • Is there an age, income or functional eligibility requirement?
  • Is there a waiting list?
  • Does the service charge a fee, request a contribution or operate at no cost?
  • What documents should the applicant prepare?

Eldercare Locator is especially useful when the need is practical—rides, meals, caregiver help—not simply a monthly benefit check.

SSI for Adults 65 and Older in 2026: Income, Resources and Payments

Supplemental Security Income (SSI) is administered by Social Security, but it is not the same program as Social Security retirement. SSI is needs-based and can pay eligible people who are 65 or older, blind, or disabled and have limited income and resources.

Why the distinction matters

Retirement benefits are generally based on a worker’s covered earnings record. SSI looks at financial need and other eligibility rules. Some people receive both programs.

2026 payment changes

Social Security announced a 2.8% cost-of-living adjustment for 2026. The federal SSI payment amount changes with the COLA, but an individual’s actual payment depends on countable income, living arrangements and, in some states, a state supplement.

Resources are not simply everything you own

SSI has resource rules, but some property is excluded. Do not total every possession and decide you are over the limit without checking Social Security’s definitions.

What to prepare

Before contacting SSA, gather information about income, bank balances, living arrangements and other resources. Use SSA’s official channels to apply. Never send your Social Security number through Senior Aid Finder.

LIHEAP for Seniors: How to Get Help With Heating and Cooling Bills

LIHEAP helps eligible households with home energy costs, but it is not a single nationwide check with one national application. States, territories and Tribes administer the program with federal funding.

Why your location matters

Income rules, application periods, crisis procedures and available services differ. A guide written for another state may therefore be wrong for you even when the program name is the same.

What help may include

Depending on the local program, assistance may address heating or cooling bills, energy emergencies and certain weatherization or energy-related services.

If you have a shutoff notice

Tell the local agency immediately. Programs may have separate crisis procedures or documentation requirements for urgent situations. Do not wait for a general application deadline if your household is facing an immediate loss of service.

Documents commonly worth preparing

  • Recent utility bill and account information.
  • Proof of household income.
  • Identification and household-member information requested by the local agency.
  • Any shutoff or crisis notice.

Use the official LIHEAP search tool to find the agency serving your address. Senior Aid Finder never needs your utility login or bank password.

SNAP for Seniors: 7 Rules Older Households Often Miss

SNAP eligibility is not determined by one income number. USDA has special rules for households that include a person who is 60 or older or has a disability, and those rules can materially change the calculation.

1. Age 60 matters in SNAP rules

For SNAP purposes, USDA treats a person as elderly at age 60. That definition is different from Medicare’s usual age threshold.

2. The gross-income test can work differently

A household with an elderly or disabled member generally only has to meet the net-income test under federal SNAP rules, although state procedures and other eligibility conditions still apply.

3. Medical expenses deserve attention

Allowable unreimbursed medical expenses above the applicable threshold may be deducted. This is one reason an older household should keep pharmacy receipts, insurance-premium records and documentation for qualifying medical transportation or care.

4. Shelter costs can affect net income

Rent, mortgage and utility-related deductions may matter in the final calculation. Do not assume a neighbor with the same Social Security check will receive the same SNAP amount.

5. States run the application

Use USDA’s state directory to reach the correct agency. Application methods, interview procedures and verification practices vary.

6. A denial notice is not the end of the paperwork

Read the calculation and appeal information. If a medical deduction or household expense was omitted, ask the agency how to correct the record.

7. Keep current documents together

A small folder containing benefit letters, rent or mortgage information, utility costs and qualifying medical expenses can make recertification much easier.

Extra Help With Medicare Drug Costs in 2026: What It Pays and How to Apply

Extra Help is the federal assistance program that lowers Medicare Part D prescription costs for people with limited income and resources. Some people get it automatically; others need to apply.

What Extra Help changes in 2026

Medicare says people receiving Extra Help in 2026 pay a $0 plan premium and $0 deductible for covered Part D drugs, with copays of no more than $5.10 for a generic drug and $12.65 for a brand-name drug at participating pharmacies. After total drug costs reach $2,100, covered drugs cost $0 for the rest of the year.

Who gets it automatically?

Automatic qualification can apply to people with full Medicaid, people receiving SSI, and people enrolled in a Medicare Savings Program. Medicare sends a notice explaining the level of help.

If you are not automatically enrolled

You can apply through Social Security. Medicare specifically notes that income and resource limits can change each year, so use the current official figures. If your finances change later, you can apply again.

Do not pay a middleman just to apply

The official application is available through Social Security. Free counseling is also available through State Health Insurance Assistance Programs (SHIP). Be cautious with callers or websites that create urgency, ask for unnecessary banking information, or charge simply to submit a standard government application.
